Terra claims and restricted countries: what to check
Your country alone is not enough information to decide whether a Terra claim sale can proceed. Claim eligibility, restrictions affecting the people involved, local law and the available payment route need separate checks.
“Restricted” can mean different things
A portal access problem, a rejected identity check and a blocked bank payment are different issues. Keep the exact notice and identify who issued it. A restriction described by an FTX buyer is not evidence of a rule for Terra.
OFAC describes its sanctions programs as comprehensive or selective. A list of program names is not a universal list of people who can or cannot sell a claim. Other applicable regimes and laws may also matter.
Ask specific questions
- Does the claim itself have an unresolved status or ownership issue?
- Can the proposed buyer lawfully transact with the actual seller?
- Are the receiving bank, wallet, payment providers and route permitted?
- What identity, residence and ownership evidence will be required?
What we can confirm at this stage

Do not treat a claim transfer, a stablecoin payment or an intermediary as a way around applicable restrictions. If a transaction needs specialist legal review, obtain that review before signing or transferring anything.
